NEW DELHI: Aiming to decongest busy commercial and market areas, Municipal Corporation of Delhi (MCD) is coordinating with Delhi Development Authority (DDA) for transfer of 19 sites to develop parking lots.Talks are currently being held between the agencies, a senior MCD official said.“Once the sites are transferred, a decision will be taken at the headquarter level regarding the policy for developing them on land lease basis or through a 7:3 licensing sfee distribution mechanism,” said another official.Madipur and Dwarka are among the proposed sites where the proposal is at an advanced stage, according to an official.“The size of the plot at Madipur near Punjabi Bagh is 2,300sqm. We aim to utilise 50% of the area for developing the facility. It will be a seven-storey structure and a portion of it will be utilised for commercial activities. The estimated car parking space at the site will be for 276 vehicles,” said the official.Other proposed sites include Janakpuri B1 commercial centre; near Manglam Hospital on Narwana Road in West Vinod Nagar; Shastri Park near Jag Parvesh Chander Hospital; near Father Agnel School in Gautam Nagar; opposite Karkardooma court; and near Dr Hedgewar Arogya Sansthan.“Considering many of the sites are located in east Delhi, we expect to minimise the mess on the roads once the land is transferred and the shuttle parking is developed,” said the official.At present, MCD has only one multilevel car parking lot, in east Delhi’s Krishna Nagar.A MCD official told TOI that DDA is working on a policy wherein a piece of land can be developed into a multilevel parking lot on public-private partnership (PPP) basis and after sharing of revenue between MCD, DDA and the private concessionaire.“So far, DDA has no policy to transfer the site to a third party (concessionaire) via MCD. However, considering we do not have the funds to pay the land cost, we have requested the authority for reforms. They are working on a new policy now,” said the official.Till a policy is finalised, the sites to be transferred by DDA will be developed by MCD and the revenue will be shared.“In the past too, we developed shuttle parking at Nizamuddin, Green Park, Lajpat Nagar and Adchini using this model. Work for the Punjabi Bagh and Greater Kailash-I multilevel parking is on without any private concessionaire being involved. It is based on a revenue-sharing model,” said the official.
