Delhi LG V K Saxena (File photo)NEW DELHI: Days after he wrote to chief minister Arvind Kejriwal flagging the absence of his signature on files sent for opinion and approval, lieutenant governor V K Saxena has returned 47 files, which were reportedly not signed by the CM, sources privy to the development said on Saturday. These files, sources said, related to the education department and Delhi Waqf Board, among others, were signed by joint- and additional secretary-level officers in the chief minister’s office (CMO). “The LG had written to the chief minister on August 22 flagging that the files being sent by the CMO for his consideration and approval were not being signed by him. The CMO is still sending files without the chief minister’s signatures,” a Raj Niwas source said. The AAP government sources said the LG was acting like a headmaster of a primary school, unfit for his post. A note sent to the CM from the LG’s office on August 22 mentioned that a significant number of proposals sent from Kejriwal’s office for Saxena’s approval or for his opinion were being submitted under the signatures of Delhi government officials as a matter of routine, leading to apprehensions if the files were actually seen and approved by the chief minister. “Since the files received are signed by joint secretary- or additional secretary-level officers from the CM’s office, the LG secretariat is also constrained to communicate the lieutenant governor’s decisions from the same level of officials,” said an official. Raj Niwas sources said sending files for consideration, opinion and approval of the LG by the CM without affixing his signatures was a stark departure from the past when such files were duly signed by the chief ministers between 1993 and 2013. “Such files, apart from being related to administration and governance of the city, also include extremely sensitive matters. By not signing the files, the CM manages to technically distance himself from the decisions and find an alibi for himself in the case of any controversy,” said a source.
