NEW DELHI: Amid the ongoing power tussle between the Delhi government and the LG, the controller of accounts of the former has asked the office of deputy chief minister Manish Sisodia to take necessary steps to table three reports of the Comptroller and Auditor General (CAG) in the Delhi assembly.The three CAG reports — audit report on state finances, performance audit on prevention and mitigation of vehicular air pollution in Delhi and the report on revenue, economic, social and general sectors and PSUs — for the year ended March 31, 2021, were pending with the deputy CM for different periods of time, sources said.Sources said while the state finances report was pending since June last year, the performance report on mitigation of vehicular pollution was sent by CAG to Delhi government in September 2022, and the third report on revenue, economic, social and general sectors and PSUs was lying with the deputy CM, who also holds the charge of the finance department, since November 10.Sources said the Delhi government needed to take approval of the lieutenant governor before tabling them in the House.“All these reports were submitted by the principal accounts office to the office of the deputy CM through the finance department for seeking the approval of LG for laying of the same on the table of the legislative assembly. As per the file monitoring system, all the said files are with the office of the deputy CM,” said an official. No immediate reaction was available from the Delhi government. Sources said the principal accounts office of the Delhi government sent the reminder to the team of deputy CM after a nudge from the LG secretariat to the finance department on November 29, 2022, seeking “appropriate action as per law for expeditiously laying the (CAG) reports before the legislative assembly of Delhi in the next session”.As per Article 151 of the Constitution, the CAG reports related to the accounts of the state are required to be submitted to the governor his/her nod to place it before the legislative assembly.The LG office had, in June 2022, asked the Delhi government to place 10 CAG reports for the financial years of 2017-18, 2018-19, 2019-20, 2020-21 on state finances audit, revenue, economic, social and general sectors and PSUs, social general and economic sectors (Non-PSUs) and appropriation accounts, which were pending with the elected dispensation for four years, before the assembly. “Delhi government had hurriedly convened a two-day session of the Delhi assembly on July 5 and laid all the pending CAG reports in one go without any discussion,” said an official.
