Delhi LG V K Saxena (File photo)NEW DELHI: LG V K Saxena will review the draft of the Master Plan for Delhi 2041 once again. “The LG raised points that basically address the issue of ensuring non-proliferation of slums in Delhi,” said an official who didn’t wish to be identified. “He also wants that the MPD 2041 should have specific provisions ensuring full integration of unauthorised colonies in the national capital,” said the official. Sources said the LG primarily wants to ensure that not only should the MPD 2041 include provisions that don’t lead to a situation in which new slum clusters crop up in the city, it should also give unauthorised colonies access to all necessary amenities. The presentation was made to elicit the LG’s views on different aspects of the draft MPD 2041. After a go-ahead from the LG, the draft was to be placed before the authority at a meeting. Once the authority approved it, the MPD 2041 would have been forwarded to the Centre (ministry of housing and urban affairs) for its approval and notification in the Gazette of India. “The LG is also particular that the Unified Building Bye-Laws (UBBLs) should specifically ensure garbage management and dual piping systems,” said the source. It was in April this year that a DDA advisory council, headed by the then LG, Anil Baijal, had reviewed the draft MPD 2041, which incorporates approximately 33,000 objections and suggestions from the public. The council, which had reviewed the suggestions and objections received by DDA consisted of elected representatives from Rajya Sabha and Lok Sabha, municipal councillors, officials from the Centre and experts from the field of urban development and planning, said an official. In the draft MPD put in the public domain in June last year, DDA had envisioned a “future ready” capital that would be a “24-hour city” with an active nightlife apart from focusing on economy, environment and affordable housing. It also envisaged the private sector leading the housing supply scenario through development and redevelopment in the next 20 years. The land development agency would take the back seat and play the role of a ‘facilitator’, ensuring ease of doing business while maintaining a regulatory environment, according to the draft.
